Iowa Dems Push “Virtual” Caucus Attendance for 2020 Elections

first_imgDES MOINES, Iowa – A 30-day public comment period is underway in Iowa to find out how Democratic voters feel about using “virtual” caucuses in the next presidential primary.Iowa’s nominating contest traditionally kicks off the presidential primary season, and has sometimes been criticized for a lack of accessibility. Iowa Democratic Party Chairman Troy Price says virtual caucuses would create an option to vote by phone or on a digital “smart” device.“They just have to dial in, use the information that is provided when they sign up, and they’ll be able to dial in and participate in the caucus, and press up to five choices for president, their rank for presidential preference,” says Price.Price says the change would modernize the candidate selection process. The 30-day comment period ends March 13. It would also need by approval from the party’s state central committee and the Democratic National Committee. The Iowa Democratic precinct caucuses are scheduled for February 3, 2020.The Democratic National Committee has given itself a mandate to make its caucuses more accessible. Right now, only those who attend an Iowa caucus in person can vote. Price says there are nearly 1,700 precincts across Iowa, and thinks a more efficient system is overdue.“There is no excuse needed to participate in a virtual caucus,” says Price. “So this gives folks who just have not had that opportunity in the past – single parents who can’t find childcare, people with mobility issues, people with disabilities – this gives them an opportunity to have their voice heard in the process.”If adopted, Iowa’s Democratic Party members would choose either in-person or virtual participation, but not both. The first 2020 primary takes place in New Hampshire in early February of that year, after the Iowa caucuses.last_img read more

Chelsea ‘old boy’ Salah concerns Conte

admin no comments

first_imgLondon, United Kingdom | AFP | Chelsea manager Antonio Conte is wary of former Blues forward Mohamed Salah as he insisted a heavy travel schedule could be no excuse for a sub-standard performance against Liverpool at Anfield on Saturday. The Egyptian has made a big splash since returning to the Premier League from Serie A club Roma in the summer, scoring nine goals to lead the scoring charts. “Salah is a good player and is very dangerous,” said Conte in Friday’s pre-match press conference.“He is a technical player, but at the same time is very fast, very strong, very good in one v one.”Salah joined Chelsea in January 2014 but the Egypt international was soon loaned out to Fiorentina and Roma, moving to the Italian capital club on a permanent basis before signing for Liverpool in the pre-season.Victory for Liverpool would see them draw level on 25 points with Chelsea, currently third in the table, and Conte is well aware of the threat posed by Salah.“He’s very good to finish. We must pay great attention, but not only to Salah, also to (Sadio) Mane, (Roberto) Firmino, Philippe Coutinho, (Daniel) Sturridge.“They have a good coach (Jurgen Klopp), they have a good identity. Great organisation, especially offensively. They are very dangerous.”The Italian was reluctant to discuss why the Liverpool hot-shot had left Chelsea given the 25-year-old Salah’s exit pre-dated his arrival at Stamford Bridge but said: “He was very young and I think he developed a lot.” Chelsea’s journey was further complicated when strong winds at Gatwick Airport, south of London, meant the plane needed two attempts to land, with Conte and his squad not getting to bed until about 6:00am (0600 GMT).“To get to your house at 6:00am is not simple,” he said. “To have only one day to prepare a big game, especially to have only one day to rest, is not right.“But at the same time we must be focused on the game, a big game against Liverpool. Don’t find excuses.”Chelsea will be going in search of a fifth straight league win as they aim to reduce a gap to leaders Manchester City that presently stands at nine points. They will kick-off with a familiar-looking Conte on the bench after he shaved off the beard he sported during the international break, deciding he would rather follow the advice of his daughter Vittoria than that of his wife Elisabetta, who had encouraged him to grow it.“I wanted to try a new look, but yesterday my daughter killed me. She said to me ‘Daddy, your look is older with the beard’,” Conte said.“My daughter is more important than my wife.”Share on: WhatsAppcenter_img Chelsea beat Azerbaijan’s Qarabag 4-0 on Wednesday to qualify from Champions League Group C and returned to London on Thursday after a 2,500-mile flight from Baku.Conte has complained repeatedly about the scheduling of this weekend’s fixture given Chelsea have had a shorter recovery period than Liverpool, who drew 3-3 away to Spanish side Sevilla in the Champions League on Tuesday after squandering a 3-0 half-time lead.last_img read more

first_imgThe Jacksonville Sheriff’s Office is investigating, after a mannequin wearing a New York Police Department uniform and a pig mask was found hanging from an I-95 overpass there on Saturday morning. The call came in as a possible suicide by hanging, according to the sheriff’s office.Crime scene detectives are processing the scene and the mannequin for DNA.“Our goal at this point is to identify persons of interest for the sake of, most importantly, the members of our community and for officer safety,” the sheriff’s office said in a statement. “We are thankful that this was not a real person.” In addition, Sheriff Mike Williams released the following statement regarding the incident:“The incident that occurred this morning depicting the mock lynching of a mannequin dressed in what appeared to be the uniform of a law enforcement officer is extremely disturbing. Both the tactics and props used were a deliberate attempt to exasperate an anti-police sentiment and drive a divide in our community. This incident was carried out by people wanting to undermine our dedicated efforts to keep our city safe.Too many good citizens are working with us to keep our community safe through active partnerships, and frank conversations about the challenges we all face.  This type of act will not be tolerated by our agency or our community, and we will work together to hold those responsible accountable.”Anyone with information is encouraged to contact CrimeStoppers at (866) 845-TIPS.last_img read more

first_imgThe burnt remains of a 72-year-old man were removed from the debris of his burnt-out Berbice home after his son allegedly set the house ablaze.Dead is James Pertam Lachmansingh, of Lot 9 A Bush Lot, West Coast Berbice.Dead: James Pertam LachmansinghReports are the former rice farmer shared the home with his 20-year-old son.  Guyana Times was told that on Saturday, the son, who is reportedly a known drug addict, started the fire on the veranda and it quickly spread to the kitchen. He left the burning building and stood on the road as the fire spread. At the time, his father was sitting in the living room watching television. This publication was told that the pensioner suffered from a medical condition, which limited his mobility. As such, he was unable to escape the inferno.According to an eyewitness, the smoke was initially seen coming from the kitchen area, but by the time neighbours were alerted and rushed to the building, flames had already consumed the door and they could not enter.Meanwhile, a fire unit from the Onverwagt Fire Station responded quickly. The firemen braved the heat to enter the building, but the pensioner had already perished. The man’s burnt body was found lying on the kitchen floor. However, they were able to prevent extensive damage to nearby buildings, one of which had already ignited when they arrived.A close relative who spoke with this newspaper related that the man’s son had developed a habit of beating his father whenever he was denied money to purchase marijuana. Both the Police and the Guyana Fire Service are investigating the matter.Lachmansingh leaves to mourn four children, two of whom are overseas, and five siblings, all of whom are overseas. Protecting and enhancing our environmental assets and natural resources

first_imgNATIONAL DEVELOPMENT PLAN OUTCOME 10In 2030, rural communities are thriving and prosperous, cities are compact and energy efficient, the public know the dangers of climate change and unconstrained consumption of natural resources is no more. Our priorities, instead, are on the protection and rehabilitation of South Africa’s natural assets.   •  Overview•  Document downloads•  Quality basic education•  Health care for all•  Safety & freedom from fear•  Economy & employment•  A skilled workforce•  Economic infrastructure•  Vibrant rural communities•  Sustainable human settlements•  Accountable local government•  Natural environment•  South Africa in the world•  Efficient public service•  Inclusive social protection•  Nation building, social cohesion Environment – DownloadsFind out more about the National Development Plan.• National Development Plan – full text• National Development Plan – Chapter 5: Environmental sustainability – An equitable transition to a low-carbon economy• Medium-Term Strategic Framework 2014 to 2019 – Outcome 10: Protect and enhance our environmental assets and natural resources• New Growth Path: Green Economy Accord• Infographic: Environmental sustainabilityEnvironment – The visionThe National Development Plan’s vision is that, in 2030, South Africa’s transition to an environmentally sustainable, climate-change resilient, low-carbon economy and just society is well under way.Thriving rural communities provide an economic and social base for a significant number of people. Urban development is more compact and energy efficient. In 2030, growing public awareness of the consequences of climate change and unconstrained consumption of our natural resources has led to a refocusing of priorities towards the protection and rehabilitation of the South Africa’s natural assets. Objectives for 2030:• A target for the amount of land and oceans under protection (today about 7.9-million hectares of land, 848 kilometres of coastline and 4 172 square kilometres of ocean are protected).• Achieve the peak, plateau and decline trajectory for greenhouse gas emissions, with the peak being reached around 2025.• By 2030, an economy-wide carbon price should be entrenched.• Zero emission building standards by 2030.• Absolute reductions in the total volume of waste disposed to landfill each year.• At least 20 000MW of renewable energy should be contracted by 2030.• Improved disaster preparedness for extreme climate events.• Increased investment in new agricultural technologies, research and the development of adaptation strategies for the protection of rural livelihoods and expansion of commercial agriculture.Environment – The challengesSouth Africa faces the challenge of deteriorating environmental quality due to pollution and natural resource degradation, destruction and depletion.Specific challenges include:Inadequately informed decision-making and governanceInformation management systems for environmental sustainability are still inadequate. South Africa’s environmental governance regime is world class, but capacity constraints remain, particularly in compliance monitoring and enforcement.Natural resource degradation and depletion of ecological infrastructureCompeting land uses cause overexploitation and degradation of natural resources. This unbalances the ecosystem, depletes the quality and quantity of water resources, and reduces soil formation and pollination – natural assets that are essential to the economy.WasteIncreasing quantities of waste, poor waste management and lack of access to waste services lead to pollution, health risks and environmental degradation. (Waste includes hazardous waste, healthcare waste, mine dumps, industrial leachate and sludge, and solid waste.) Levels of recycling and re-use are low and waste is not valued as a resource with economic potential.Air pollutionSouth Africa’s continued reliance on fossil fuels creates air pollution hotspots, especially in winter. Most worrying are pollutants such as particulate matter and nitrates, which cause respiratory illness.Water pollutionSouth Africa is a water-stressed country. It faces an even drier future and climate uncertainty, with cycles of droughts and sudden excessive rains. The health of aquatic ecosystems is declining. Our oceans are increasingly polluted with wastewater, while inland freshwater quality is being degraded by chemical and bacteriological pollution and silting.Adapting to changing climateSouth Africa is a significant contributor to greenhouse gas emissions and vulnerable to the impacts of climate change, which could have dire effects on socioeconomic conditions, water, food security, health, natural resources and ecosystems.Environment – Action requiredAccording to the National Development Plan, an environmentally sustainable low-carbon future can only be achieved if South Africa decouples economic growth from natural resource degradation and depletion. This will require new skills and technology to implement programmes to grow the economy without increasing South Africa’s emissions profile.Specific action includes:• An independent Climate Change Centre, in partnership with academic and other appropriate institutions, is established by government to support the actions of government, business and civil society.• Put in place a regulatory framework for land use, to ensure the conservation and restoration of protected areas.• Carbon price, building standards, vehicle emission standards and municipal regulations to achieve scale in stimulating renewable energy, waste recycling and in retrofitting buildings.• Carbon-pricing mechanisms, supported by a wider suite of mitigation policy instruments to drive energy efficiency.• All new buildings to meet the energy-efficiency criteria set out in South African National Standard 204.• Channel public investment into research, new agricultural technologies for commercial farming, as well as for the development of adaptation strategies and support services for small-scale and rural farmers.Environment – Key medium-term goals for 2019South Africa’s Medium Term Strategic Framework (2014 to 2019) identifies the following sub-outcomes to protect and enhance our environmental assets and natural resources.• Ecosystems are sustained and natural resource are used efficiently• An effective climate change mitigation and adaptation response• An environmentally sustainable, low-carbon economy resulting from a well-managed just transition• Enhanced governance systems and capacity• Sustainable human communitiesEnvironment – Key medium-term targets for 2019South Africa’s Medium Term Strategic Framework (2014 to 2019) identifies the following targets to protect and enhance our environmental assets and natural resources.GRAPHIC: MARY ALEXANDER Researched, edited and compiled by Mary AlexanderUpdated December 2015last_img read more

I live so close to the Canadian border that half of the radio stations are in French. If my house needs cooling, I just let the fire in the wood stove die down. When I first began reporting on air conditioning topics over a decade ago, I felt out of my element. Impelled by the certainty that there’s no such thing as a dumb question, I’ve managed over the years to badger a few air-conditioner experts, all of whom contributed to my education. So now I finally know the difference between an evaporator coil and a condenser coil.In no particular order, here are the answers to a few air-conditioning questions.Divorce decreeQ. What’s a “split” air conditioner?A. A split air conditioner is the typical central air conditioner found in many U.S. homes. It consists of an outdoor unit that sits on a small concrete pad and an indoor coil located in the furnace plenum or the air handler. The term “split air conditioner” distinguishes this type of cooling system from other types of air conditioners, including window units. Two thousand pounds of … I dunnoQ. What’s a ton of cooling?A. In the old days, people used to buy ice to keep cool. A “ton” of cooling capacity is based on the amount of heat absorbed by one ton of ice melting over 24 hours. One ton of cooling capacity is equal to 12,000 Btu/h.Maybe “Dental X-Rays”?Q. What does “DX” stand for?A. The 21-year-old has been an unused substitute for the last three Premier League games before being omitted from the squad entirely for the Champions League win at Lille. Pulisic joined Chelsea in a £58million move from Borussia Dortmund this summer and immediately impressed in the UEFA Super Cup with an assist in the defeat to Liverpool before starting three of the first four Premier League games. Yet despite setting up another goal in the Carabao Cup thrashing of Grimsby has not featured in the league since August. Pulisic wants to stay and fight for his place under Lampard but will consider his options if he feels he is not being given a fair chance to prove himself. last_img read more
